January 21, 2026The Chairman of the IECD Board, Dr. Javier Rose; Category 2 Governing Board Member, Captain David Savy; CEO, Mrs. Shirley Choppy; and members of the IECD Technical Team convened in a historic meeting to discuss matters related to Early Childhood Care and Education (ECCE).
They had the honour and privilege of meeting with four Ministers responsible ECCE sectors:
Ministry of Education
Ministry of Health
Ministry of Social Affairs, Family & Equality
Ministry of Local Government & Inner Islands
Hosted by the Minister of Education, Ambassador David Pierre, the meeting was held on 16th January 2026. Mrs. Choppy delivered a comprehensive presentation outlining the development and progress of the ECCE system in Seychelles, highlighting its journey towards international recognition. She also shared insights into IECD’s mandate as the national anchor for ECCE, its regulatory responsibilities, and notable achievements within a relatively short period. Furthermore, the presentation covered the UNESCO Category 2 Institute activities to date, and challenges faced in expanding regional and global engagement, and strategic plans for 2026.
In addition, Dr. Rose stressed the crucial roles of the Technical Committees and the commitment of ECCE sectors to implement the government’s agenda. He reaffirmed the importance of supporting IECD’s critical work in early childhood development and the need for continued collaboration to advance ECCE initiatives. Such engagement is central to building strong foundations, improving services, and benefiting children, families, and society at large.
In his closing remarks, the host Minister, Ambassador David Pierre, stressed the importance and necessity of this meeting and the presentation in enhancing understanding of ECCE and its related issues. He emphasized the need for strong collaboration among all sectors, partners, and stakeholders to sustain progress and to collectively concentrate on areas requiring concerted attention, particularly in relation to national ECCE indicators.
IECD officials expressed their gratitude to the Ministers for their valued presence, time, and engagement, and reiterated their dedication to continued support and collaborative efforts in ECCE.
