November 3, 2025Madam President of the General Conference, Madam Director-General,
Excellencies, Distinguished Delegates,
The Republic of Seychelles is honoured to participate in this 43rd session of the General Conference and wishes to express its sincere appreciation to UNESCO for its unwavering commitment to multilateral cooperation, inclusive development, and the promotion of peace through education, science and culture.
- Advocacy for Small Island Developing States (SIDS)
As a Small Island Developing State, Seychelles warmly welcomes the adoption of the Multidimensional Vulnerability Index (MVI)—a long-awaited instrument that reflects the structural fragilities and complex realities of SIDS. We commend UNESCO for its steadfast support throughout this advocacy and now call upon the Organisation to ensure the effective integration of the MVI across its programmes and decision-making frameworks. For millions of islanders, this is not merely a matter of equity—it is a matter of resilience and survival. - Political Transition and Renewed National Vision
We take this opportunity to inform the Conference that Seychelles has entered a new chapter in its democratic journey. Following the presidential elections of 26 October 2025, the newly elected President, Mr. Patrick Herminie, has reaffirmed the country’s enduring commitment to good governance, transparency, and inclusive development. Our national vision remains anchored in the empowerment of our citizens through education, the safeguarding of our cultural heritage, and the promotion of creativity and innovation. - Education and Early Childhood Development: A Strategic Priority
Seychelles continues to invest in education as a cornerstone of sustainable development. We are particularly grateful for UNESCO’s support to the Institute of Early Childhood Development (IECD), a UNESCO Category II Centre, whose work has been instrumental in advancing SDG 4.2 on quality early childhood care and education. In June 2024, IECD hosted the first regional workshop for Eastern and Southern African countries to advance the Tashkent Declaration and Commitments to Action. This initiative reflects Seychelles’ commitment to regional solidarity and knowledge-sharing. Furthermore, I am pleased to inform you that Seychelles will be hosting the second edition of the regiona l workshop on “Progress and Way Forward on the Tashkent Declaration and Commitments to Action for Transforming Early Childhood Care and Education” from 18th to 21st November 2025 in Seychelles. - Cultural Heritage and the Venn’s Town Nomination
In the field of culture, Seychelles is preparing the nomination dossier for Venn’s Town to be inscribed on the UNESCO World Heritage List. This historic site, linked to the abolition of slavery and the humanitarian efforts of the 19th century, played a pivotal role in shaping the Seychellois nation and its Creole identity. Its inscription would not only ensure international protection and conservation, but also promote cultural tourism, attract global research, and strengthen the local economy. We respectfully solicit the support of all Member States for this important nomination. - Continued Partnership and Shared Aspirations
Madam President, UNESCO remains a vital and trusted partner for Seychelles. We look forward to deepening our collaboration and to seeing the MVI translated into tangible support for SIDS. Let us continue to build a world where vulnerability is not a barrier to opportunity, and where education and culture remain the foundation of peace, dignity, and sustainable development.
I thank you.
